THEODORE ROOSEVELT "Bill" Osborne, 75, of West Columbia, formerly of Charmco, W.Va., died March 1, 1991, in Lexington. He was a member of UMW and a retired coal miner. Surviving: wife, Orinda Gay Lane Osborne; stepdaughter, Remona Snedegar of Lexington; stepsons, Ray Campbell of Rainelle, W.Va., the Rev. Frank Campbell of Columbus, Ohio; six grandchildren; six great-grandchildren. Service will be 2 p.m. Tuesday at Wallace-Wallace Funeral Home, Rainelle, with the Rev. Frank Campbell officiating. Burial will be in Wallace Memorial Cemetery, Clintonville, W.Va. Friends may call from 7 to 9 p.m. at the funeral home.
